Playing with this and was having problems running in strawberry Perl in windows.

Here are the changes made: 
# require/include
changed use &quot;./lib&quot;;

use MARC::File::SAX;  # I manually copied the sax.pm to the proper folder.

I also needed to cpan&#062;install MARC::Charset
